ADA Transition Plan
Plumas County, in response to several complaints from the disability community, hired GPPA to update their existing Accessibility Survey providing a comprehensive evaluation of the county buildings, parks and facilities to prepare the County’s ADA Transition Plan.
This project also included an assessment of the public right-of-way (PROW) in Quincy, Chester and Greenville and the preparation of the County’s Self-evaluation of their programs, practices and procedures. In order to maximize the County’s resources, GPPA worked in a collaborative manner with County staff to prepare the ADA public right-of-way Transition Plan.
GPPA trained county staff to conduct the PROW accessibility survey, using GPPA’s checklists, forms and methodology. GPPA prepared the reports using our MSAccess database and worked with county staff in the prioritization process, data analysis and preparation of Transition Plan. GPPA also worked with county staff in the preparation of updated policies and procedures and a comprehensive Self-evaluation which included the analysis of all County programs, services and activities, communication as well as emergency management and response. As part of this effort county staff received several training sessions to raise their level of knowledge and awareness about the federal and state accessibility requirements and to provide staff with the tools to effectively participate in the project. This project included a county wide community outreach program to make sure that persons with disabilities had the opportunity to provide their input in the prioritization of barrier removal and overall Transition Plan outcome.
As a result of this project the County has a very detailed facility and public right-of- way assessment; it has a road map for compliance with a prioritized schedule for implementation. The County strengthened the partnership with its disability community, avoiding litigation, and obtained the tools, updated policies, practices and procedures to guide the County towards overall compliance, provide better access to its programs, services and activities.
